Govt. Council Adopts 2020 Appropriation Bill





Rabat - The government Council, convened on Thursday in Rabat, under the chairmanship of head of government, Saad Dine El Otmani, adopted the 2020 appropriation bill (PLF) and three related draft decrees.

According to a statement by the minister of Culture, Youth and Sports, government spokesman, the PLF targets a GDP growth rate of 3.7%, an objective based on the assumption of a cereal harvest of 70 million quintals, an average oil price of 67 dollars per barrel and an average butane gas price of 350 dollars per ton.

The same source adds that the 2020 PLF is based on four priorities, notably the effective implementation of the framework law on the reform of the education and training system as a basis for reducing disparities and enshrining the principle of equal opportunities.

This also includes the consolidation of social support for schooling, the implementation of the roadmap for the development of vocational training, particularly in the creation of regional cities of skills and professions and the promotion of entrepreneurship, notably among young people working in the informal sector.

The second priority provides for the setting up of social protection mechanisms, providing support for the middle class and strengthening the targeting of disadvantaged groups through the improvement and generalization of medical services, the extension of medical coverage, the operationalization of health insurance in addition to the implementation of social dialogue commitments.

The third priority is to speed up the implementation of regionalization, which is an essential vehicle for addressing territorial disparities and achieving the expected balance between the general development effort and the specificity of each region, through the strengthening of regional resources and the acceleration of the implementation of the Charter on Administrative Decentralization.

The last priority is to give a new dynamic to investment and support businesses, focusing on the implementation of the recommendations of the Third National Conference on Taxation, continuing the liquidation of the VAT debt, by reducing payment delays, in addition to the creation of a promotion and financial support fund for very small, small and medium-sized enterprises.

The statement also reviewed the measures accompanying the 2020 PLF, in particular the implementation of the framework law on the reform of the education, training and scientific research system, through the creation of new jobs for a budget of 72.4 billion dirhams.
